Hero of the year award: Cop charged with 40 counts including stalking, menacing,tampering and sexual battery

“The Richland County Grand Jury indicted Mansfield Police Officer Michael Garn on 40 counts of criminal charges Thursday – 25 of which were felonies.

Garn, 41, was indicted for 17 counts of unauthorized use of Ohio Law Enforcement Gateway, 14 counts of dereliction of duty, burglary, trespass into a habitation, attempted gross sexual imposition, attempted sexual battery, menacing by stalking, two counts of tampering with evidence, sexual battery and public indecency.

The indictments come after an almost three-month investigation by detectives at the Mansfield Police Department into Garn’s behavior. Deputy Chief Keith Porch said Garn was put on administrative leave Nov. 26 pending a criminal investigation after a complaint of possible misconduct was received by police administration from other detectives and other officers within the Mansfield Police Department. The complaint initiated the investigation.

“The initial complaint came in of how the officer was conducting himself while on duty, which stemmed from inappropriate relationships with females along with an allegation of destruction of evidence,” said Porch. “As detectives were looking into that, it mushroomed into other areas.”

The dates of the incidents detailed in the indictments span from June 2012 through September 2014. The most serious charge against Garn is burglary, a second-degree felony, stemming from an alleged incident that took place between June 1, 2014 and Sept. 15, 2014. Garn is charged with three third-degree felonies, two counts of tampering with evidence and one count of sexual battery.

Garn is also charged with three fourth-degree felonies and 18 fifth-degree felonies, 17 of which involve the Ohio Law Enforcement Gateway, an electronic information network used by law enforcement.

In addition to the 25 felonies, Garn is charged with 14 misdemeanors of the second degree for dereliction of duty, and one misdemeanor of the third degree for public indecency.”

MANSFIELD, OH – Jury deliberations of suspended Mansfield police officer Michael Garn have gone on for 15 hours, still with no verdicts.

The 42-year-old faces 34 counts accusing him of improperly using the LEADS computer system, of failing to turn in drugs he had confiscated to the crime lab, and of attempting to use his position of authority to have sexual relations with women he had arrested.

Assistant county prosecutor Omar Siddiq told the jury Tuesday that police have a responsibility to perform their jobs within the law, and the public has the right to hold police who break the law accountable.

The jury will return Friday at 9:00 a.m.
