Tampa police officer arrested for sexual battery


TAMPA — A fired Tampa police officer is facing a charge of sexual battery after investigators found he touched a woman inappropriately during a Feb. 1 traffic stop.

Adam York, 42, turned himself in just before 9 a.m. Thursday at the Orient Road Jail. He was released 30 minutes later on $15,000 bail. York was a 13-year veteran of the department when authorities say the sexual battery occurred.

“This is a shock to us,” Tampa police Chief Eric Ward said at a news conference. “It’s something that is hard to believe.”

The incident was initially reported to another police agency because the woman involved did not know the department the officer worked for or where the traffic stop happened, Ward said.

Investigators later determined York stopped the woman for speeding before dawn on a Monday as he headed to work from his home in Clearwater. The woman, whom Ward said was in her 20s, pulled into a parking lot near WestShore Plaza at Kennedy Boulevard and West Shore Boulevard. A surveillance camera from the plaza captured grainy images of a police cruiser with emergency lights flashing.

During the stop, York told the woman to pull down her pants and underwear, according to an arrest report. After she did so, the officer touched her inappropriately, according to the report.

The stop occurred the Monday after the city’s annual Gasparilla parade, which brought law enforcement officers from several agencies to Tampa, Ward said.

“It was hard for us to determine initially exactly which agency was involved,” Ward said. “So it took a lot of work to point back to us.”

Police interviewed York about the allegations a week later, on Feb. 8. He admitted that he had stopped the woman but denied any inappropriate conduct, Ward said. No other video of the incident was recorded.

On Feb. 25, police received results of a forensic examination from the Florida Department of Law Enforcement.

York’s DNA was found inside the woman’s underwear, according to an arrest report.

But really is he laughing ?  Is there something funny about being accused of sexual assault?  Maybe he knows a judge like Donald E. Horrox a judge that “refuses to impeach the testimony of a sworn officer of the court.”  Maybe he’ll walk because he is a hero . It’s  a shame he wasn’t accused in Pinellas County 6th district he would be encouraged to commit perjury by ole Donny boy.

But seriously this is just an isolated case right?

“A Broward Sheriff’s deputy will have drug charges dropped against him if he can complete a 12 month program, a judge ruled Wednesday.

22-year-old Santiago Mayorga, who has been with the department for just over one year, pled not guilty to charges stemming from a July 4th hit and run accident in Pompano Beach.

After hitting another vehicle on Copans Road shortly after exiting I-95 while off duty in his patrol car, Mayorga went to his home. Investigators arrived there and found marijuana in a plastic bag as well as paraphernalia in plain sight. He was charged with four counts, including possession of LSD and amphetamines.

Mayorga told officers he was coming back from visiting a friend when he hit the vehicle. The driver of the other cartold NBC 6 last month that the police car did not have its lights on at the time.”

Lying scumbag cop pleads guilty

Former Officer Willie Fred Knowles, 66, of the Homer Police Department pleaded guilty today to violating the civil rights of a woman identified only as K.M., announced Principal Deputy Assistant Attorney General Vanita Gupta, head of the Justice Department’s Civil Rights Division, and U.S. Attorney Stephanie A. Finley of the Western District of Louisiana.  Knowles also pleaded guilty to making false statements about the incident to the FBI.

According to the plea agreement, Knowles admitted that, on October 29, 2012, he got into a verbal argument with K.M., who was not under arrest at the time, while he was on duty.  He further admitted that during the argument, he pushed her down and struck her face and body without justification.

Knowles also admitted that he falsely told FBI agents that the woman started the incident by grabbing him and jumping on his back, and that he never hit her.  However, Knowles acknowledged that, in fact, he had started the physical altercation when he pushed the woman down and struck her.

“Without any legitimate reason or cause, this officer chose to use violent force against the victim and then lie to try to cover up his crime,” said Principal Deputy Assistant Attorney General Gupta.  “Whenever law enforcements officers break the law they take an oath to uphold, they violate the public trust and threaten the reputation of their colleagues who wear the badge and perform their jobs with honor and distinction.”

“This officer’s actions tarnish the reputations and standards upheld by thousands who work in law enforcement across our nation,” said U.S. Attorney Finley.  “Our office will continue to make civil rights cases a priority.”

Video: Cop tasers teen until cardiac arrest causing brain damage

“Bryce Masters, then 17, couldn’t break his fall. His arms were handcuffed behind his back and he was already in cardiac arrest from the Taser prongs embedded in his chest.

Only the quick work of paramedics and doctors kept Masters alive after the incident, which led to a former Independence officer’s federal conviction on a charge of violating the teen’s constitutional rights.

On Thursday, for the first time since that September 2014 encounter, Masters faced former officer Timothy Runnels and described the effects of the brain damage — caused by a lack of oxygen —he probably will contend with for the rest of his life.

“People tell me I’m different,” Masters said. “I feel different.”

Masters appeared in U.S. District Court in Kansas City during a sentencing hearing for Runnels.

After several hours of sometimes emotional testimony, District Judge Dean Whipple took the case under advisement and said he would announce a sentence Wednesday.

For Masters, every day since the incident has been a struggle, he told the judge.

He has lost many of his childhood memories, and his inability to focus and retain information has derailed his plans to attend college.

“I get in the car to go somewhere and then I’ll forget where I was going,” he said. “I’ve missed job interviews because I forgot them.”

He has trouble getting to sleep and staying asleep, and when he does, he often awakens from nightmares in cold sweat.

Each day is the same.

“I feel physically and mentally weak every day when I get out of bed,” he said.

His father, Matt Masters, who is a Kansas City police officer, also spoke Thursday.

“Bryce was clinically dead,” his father said. “We cried and prayed that God would bring him back to us.”

He described the agony of watching his son being kept alive by a ventilator in the hospital and the family being told by doctors that the boy would probably be a vegetable for the rest of his life.

“We’ve been in a continual state of sadness since that day,” Matt Masters said. “He wants his life back.”

Bryce Masters has lost most of the friends he once had, often becomes overwhelmed and withdraws.

Matt Masters said his once charming, curious and self-assured son is often irritable, frustrated and anxious.

“He looks fine. He looks normal. But he’s not,” Masters said.

The September 2014 incident at East Southside Boulevard and Main Street in Independence began when Runnels stopped a car driven by Bryce Masters because Runnels believed there was a warrant associated with the license plate.”

“A former Escambia County deputy has been found guilty of sex offenses against a juvenile victim.

After a two-and-a-half day trial, jurors unanimously convicted Walter Michael Thomas, 45, of the three counts of “unlawful sexual activity with certain minors.” Thomas’ bond was revoked immediately following the verdict, and he was scheduled for sentencing Sept. 6. Thomas faces a maximum of 45 years in state prison, according to prosecutors.

The allegations against Thomas were that he and spouses Douglas and Leah Manning joined in a “foursome” with a 16-year-old female victim during the fall of 2014. Thomas denied the charges, but the Mannings and the victim took the witness stand and swore to Thomas’ involvement.

The Mannings — who testified to dallying with numerous sexual partners including two juveniles in their “open marriage” — are former paramedics who are both facing more than 100 years in prison for sex offenses. Thomas, one of the couple’s adult sex partners, was a SWAT team member at the Escambia County Sheriff’s Office who was preparing to test for sergeant rank.”
